The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate (GCS), Corporate Protection Services Division (CPS), Corporate Security Unit (SECURITY) at its headquarters in Luxembourg, a (Senior) Security Officer*.
This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose
You will contribute to the operational business management of the corporate security service of the EIB Group in Luxembourg and abroad, which protects 24/365 the organisation and its people and premises from deliberate harm.
Operating Network
Reporting to the Head of Unit, you will need a high sense of responsibility, flexibility, and availability in the event of a security incident or crisis that may affect the EIB Group. Therefore, it’s important to make yourself available sometimes at night, on weekends and/or bank holidays or even over a longer period, in particular in the event of incidents or crisis .
This role requires carrying out on-call services on a regular basis.
Accountabilities
- Develop and implement appropriate measures for the Protection Operations Centre, or the Protection Situation Centre or the Protection Service Centre in their activities related to Corporate Security for Luxembourg or abroad
- Develop policies, procedures, processes, and other organisational regulations for corporate security
- Develop and implement solutions for the security operations, ensuring that the related services are performed in line with processes; considering planning, preparation, execution and monitoring
- Contribute to or lead the development of strategies, concepts aimed to define new business requirements for corporate security, including technological and operational
- Drive the transformation to digitalize activities in particular for alerts, clearances, requests, documentation and reporting
- Plan, implement, control and monitor service contracts and related budget in own domain, including developing Terms of Reference for the procurement of services
- Lead and coordinate activities aimed to ensure that vendors’ delivery of services is governed appropriately, in accordance with the requirements set out by the service contract(s) as well as internal stakeholders
- Ensure deliverables in own area of domain are in accordance with the demands of the EIB Group and the organisation’s quality standards and all corporate security service activities are documented, reported, and filed as well as monitored and evaluated
Qualifications
- University degree preferably in corporate security, risk management, or equivalent
- At least 5 years of relevant professional experience in protection. Experience in the public (police and/or military) and/or international organizations would be an asset
- Hands-on experience in designing and implementing corporate security management approaches combined with the ability to manage related incidents and crises
- Proven experience in conduction of risk assessments, development of protection alerts and situation reports related to corporate security
- Previous experience in working with external service providers in a multisource environment would be considered as an asset
- Hands-on experience carrying out reports and presentations in front of various stakeholders using appropriate tools
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
